Instructions
- Whisk together cocoa powder, sugar, and salt in the slow cooker basin to remove lumps.
- Pour in the whole milk and heavy cream, whisking until the cocoa is mostly dissolved.
- Stir in the semi-sweet chocolate chips.
- Cover the slow cooker and cook on low for 2 to 3 hours.
